The project is implemented by PI Keystone Moldova and the Alliance of Organizations for Persons with Disabilities from Moldova (AOPD), in partnership with the Ministry of Labor and Social Protection of the Republic of Moldova.
Budget: 4,000,000 EURO
Overall objective of the project: Improve the quality of life and community inclusion of persons with disabilities in the Republic of Moldova by strengthening community- and family-based support and reducing reliance on residential care.
Specific objectives:
- Pilot a coordinated DI case-management model for the deinstitutionalization of adults with disabilities residing in Bădiceni Residential Institution (RI), Soroca rayon.
- Expand and strengthen the network of community-based social services for people with disabilities across multiple rayons in Moldova, driven by the reintegration needs of Bădiceni RI residents.
Final beneficiaries: People with disabilities, their families, and communities
Main activities:
- Development of the DI assessment framework for institutionalized adults with severe disabilities.
- Provision of technical support to the Ministry of Labor and Social Protection to stop the placement of new beneficiaries in Bădiceni RI.
- Carrying out DI coordination workshops with Territorial Agencies of Social Assistance and sub-units, and Bădiceni RI.
- Carrying out complex DI assessment of institutionalized persons from Bădiceni RI.
- Delivering self-advocacy engagement sessions among institutionalized people with disabilities from Bădiceni RI.
- Development of the operational framework for four community-based social services for people with disabilities.
- Development of 32 social services for deinstitutionalized people with disabilities.
- Implementing financial support to third parties (FSTP) component for the development of community-based social services for people with disabilities.
- Carrying out a complementary training program for grantees.
- Provision of specialized mentoring and training for staff in newly developed services.
- Delivering an independent living and self-determination program for people with disabilities transitioned to community services.
