More social services for children with severe disabilities will be developed with the support of the European Union

At least four Community Home social services will be established for children with severe disabilities who are currently in residential care. The European Union is supporting the development of these new services through a grant competition open to civil society organizations. This initiative is launched to uphold the right of children with severe disabilities to quality care in community-based services that better meet their needs. 

The creation of community homes will ensure the transfer of at least 20 children with severe disabilities from residential institutions to new services staffed by personnel trained to provide individualized support and promote the children’s social inclusion. Civil society organizations with experience in developing social services can participate by submitting project proposals as part of the grant competition launched today, July 9, 2026, in Chișinău. 

This funding opportunity is part of the “Stronger Civil Society, Safer Childhoods: Supporting Moldova’s Child Care Transformation” project. The project is financed by the European Union, co-financed and implemented by Keystone Moldova, Child, Community, Family (CCF Moldova), and Partnerships for Every Child.

The funds available for the development and operation of community homes amount to 560,000 euros. Interested nongovernmental organizations can learn more about how to participate in the grant competition by watching the launch event, which was broadcast live this morning. The deadline for submitting applications for this call is August 3, 2026, and the results will be announced within three months.

The “Stronger Civil Society, Safer Childhoods: Supporting Moldova’s Child Care Transformation” project aims to strengthen the role of civil society organizations and expand access for at-risk children and their families to sustainable, family-centered, and community-based protection services. Project activities are scheduled to be carried out through January 2029, with a budget of 2.1 million euros allocated for the project.
