Enhanced Local Employment Opportunities and Access to Childcare Services for Vulnerable Parents

The project is co-financed and implemented by Soros Moldova Foundation, Keystone Moldova and AO „Expert Grup”.
The project goal is to enable local civil society organizations to engage as development actors of inclusive communities for vulnerable parents in Moldova.
Specific objectives:
- To build strong partnerships among policy makers, National Employment Agency, civil society organizations, private sector, and local public authorities for the development and implementation of evidence-based and impactful measures to employ vulnerable parents in 10 target rayons.
- To increase the access to affordable and sustainable childcare services for vulnerable parents in 10 target rayons.
Final beneficiaries:
Vulnerable families (parents/legal guardians) from 10 selected rayons of the Republic of Moldova selected based on the statistical analysis by the territorial profile and comprehensive mapping in 10 target rayons for implementing the Action.
Activities:
- Develop a curriculum including supporting materials for NEA territorial subdivisions on how to identify and work with the following groups of vulnerable population: persons with disabilities, ethnic groups (e.g. Roma), NEET youth.
- Implement a comprehensive capacity building program for NEA territorial subdivisions’ staff and ensure proper on the job mentoring in applying the methodologies of working with vulnerable and marginalized parents with care responsibilities (Keystone Moldova).
- Conduct workshops on full applications development for selected CSOs during the first phase of the Grant competition (concept note stage).
- Develop the Study on types of childcare services proposed to be established in the 10 selected rayons and the Guide on setting-up and ensuring sustainability of childcare services.
- Conduct a capacity building program and mentoring sessions on Care Economy concept and its implementation at the local level for sub-granted CSOs and LPAs involved in the Action implementation.
- Offer technical assistance and mentoring to CSOs, receiving FSTP, to establish 24 childcare services.
