Keystone Moldova successfully completed the second stage of the Training Program dedicated to energy efficiency measures

In partnership with 35 CSOs, we organized workshops in 33 communities, attended by over 300 representatives of local public authorities, civil society organizations, the private sector and other relevant actors, who established directions of activity according to the requirements set out in the PLIEC.

The working groups are formed by representatives of local public authorities, civil society organizations, the private sector and other relevant actors and will contribute to the development of the Local Integrated Energy and Climate Plan (PLIEC) – a strategic plan that supports communities to reduce consumption, protect the environment and promote energy equity.

The national energy efficiency consultants, Mr. Mihai TĂŽrsu and Mr. Mihail Lupu, presented the components of the PLIEC, explaining the data collection methods and the steps necessary to develop a detailed energy profile of the community.

PLIEC is a strategic tool that supports communities in:

  • identifying areas with high energy consumption or vulnerability.
  • proposing energy efficiency measures adapted to local needs.
  • assessing the costs and benefits for each identified measure.
  • promoting energy equity and social inclusion.

“The workshop helped us better understand the steps needed to develop the Integrated Local Energy and Climate Plan. We gained clarity on how we can integrate energy efficiency and climate change adaptation actions” – said Mrs. Rodica Butnaru, Mayor, Micleușeni village, Strașeni district.

This initiative represents an essential step for the sustainable development of our community, contributing to the strengthening of local capacities in the field of efficient management of energy resources, reduction of greenhouse gas emissions and adaptation to climate change. Thanks to the support and involvement of Keystone Moldova, the local administration was able to create a participatory working framework, mobilizing representatives of the community, the educational, entrepreneurial environment and civil society, to build together a common vision for the energy and climate future of Ermoclia. We express our gratitude for the trust given, the open and constructive collaboration, which constitutes an example of an effective partnership between the public sector and civil society organizations.” – emphasized Mrs. Natalia Miaun, Secretary, Ermoclia Local Council.

“Energy efficiency is not an expense, but an essential investment in the future of our community. However, no major modernization project, from the thermal rehabilitation of public buildings to smart public lighting, will be successful without the support and active involvement of each resident. I invite you all to support and get involved in such projects, because the implementation of energy efficiency measures is a common responsibility and the only way we can reduce our bills and leave a cleaner planet for future generations.” concluded Mr. Oleg Savca, Mayor, CĂŽrnățeni village.

Mr. Vladimir Bursuc, Specialist in Land Property Regulation, Ștefan Vodă City Hall emphasized that: “The active involvement of local public authorities in the implementation of energy efficiency measures and in the development of strategic documents is the foundation of a sustainable future, in which communities increase their resilience, reduce costs and contribute to environmental protection.”

Through these workshops, Keystone Moldova facilitated the formation of working groups, which will contribute to the development and implementation of Integrated Local Energy and Climate Plans. These will support the monitoring of energy consumption, the selection of the most efficient solutions and the identification of funding sources for future projects.

The local workshops in the second stage of the Training Program dedicated to energy efficiency measures were carried out within the project “Local Partnerships for Energy Efficiency in Social Services”, with the financial support of the European Union, co-financed and implemented by the Soros Foundation Moldova, in partnership with I.P. Keystone Moldova and AO Fondul de Inovații Sociale din Moldova.

The project aims to support 35 civil society organizations in the implementation of energy efficiency solutions, by providing grants of approximately 87,000 euros for each, as well as improving social services provided to over 2,000 people and promoting the sustainable use of energy resources in communities.
