Keystone Moldova Has Started Monitoring Repatriation Funds

Visit Stefan VodaKeystone Moldova has started the process of monitoring the expenditure of funds returned to Moldova by order of the courts of the United Kingdom. According to the Memorandum of Understanding signed by the Government of the Republic of Moldova and the Government of the United Kingdom, the total amount (worth 458,068 pounds) originally confiscated by Luca Filat, son of former Moldovan Prime Minister Vlad Filat, is slated to hire 543 personal assistants for people with severe disabilities.

Keystone Moldova will monitor the expenditure of the funds between November 2021-April 2022, covering the following aspects: targeted use of the funds, transparency in assigning personal assistance units, delivery of Personal Assistance Services in accordance with the minimum quality standards, and sustainability of newly created services.

3_Visit CantemirFrom November 1-15, 2021, a Keystone Moldova consultant completed monitoring visits in ten administrative-territorial units (Anenii Noi, Cantemir, Leova, Causeni, Stefan Voda, Hincesti, Ialoveni, Taraclia, Cahul, Basarabeasca) and met with the heads of territorial structures of social assistance, accountants and heads of Personal Assistance Services. During this first visit, the consultant monitored the process of   distributing funds and the assignment of personal assistants. Because of these monitoring visits, it was found that the National Agency of Social Assistance transferred financial resources for Personal Assistance Services development to all districts. The territorial social assistance structures are performing needs assessments for people with disabilities to be admitted into services and are preparing  the procedure for approving personal assistant units and allocated financial resources at district counsel.
