Project goal
to support the Ministry of Health and Social Development of the Republic of Kazakhstan in the development of the national strategic and evidence-based roadmap for the development of the community-based services for children of 0-7 age in risk of being abandoned or without parental care, based on the tested approach in selected regions.
Project objectives
  • Provision of the technical assistance to the Ministry of Health and Social Development in strengthening the gender disaggregated data management system (monitoring and analyses) on current state of children of 0-7 age in risk of being abandoned or without parental care, including children with disabilities, their families and communities in line with internationally recognized indicators for children in formal care and data collected in selected regions;
  • Provision of the technical assistance to the Ministry of Health and Social Development and the Akimats in selected regions in elaborating and implementing of a test roadmap for development of services within the transformed operation of infant homes and medical social facilities for children with disabilities into modern form of family oriented care, including budgetary consideration.
  • Provision of the technical advice to the Ministry of Health and Social Development on the good experience in transforming the infant homes and medical social facilities for children with disabilities and provide a feedback to the draft strategies they included into the statute on the infant homes and medical social facilities for children with disabilities.
Achieved results
  1. Assessment of legal framework on social protection and social assistance of infants (0 to 3 years) and children with disabilities in difficult situation (orphans, deprived of parental care, from vulnerable families etc.).
  2. Analysis of profiles of institutionalized children ( orphans, deprived of parental care, from vulnerable families, with disabilities) and children in risk to be institutionalized.
  3. Analysis of decision making mechanism for prevention of institutionalization and deinstitutionalization of children at risk (orphans, deprived of parental care, from vulnerable families, with disabilities)
  4. Analysis of existing residential and support services for children at risk (orphans, deprived of parental care, from vulnerable families, with disabilities) up to 7 years .
  5. Development of the roadmap and action plan for transformation of system of care for children at risk (orphans, deprived of parental care, from vulnerable families, with disabilities) up to 7 years
  6. Development of budget for transformation plan.
  7. Development of capacity building plan for the staff of residential institutions under transformation.
  8. Development of recommendations for the MHSD for revision of regulations and standards of residential institutions for infants and children with disabilities under transformation.
